If you look at the water impeller housing in first few photos you can see raised area where water tube goes into. If it dont go easyit dont go.

Mercury outboard wont go into gear. My Mercury 85hp Model 850 outboard engine wont go into gear. The shift lever activates the mechanism in the back on the motor but the propeller does not go in gear either in forward or reverse. It worked fine the last time we had the boat out.

With only the problem engine running if you try to shift only this engine into gear NO usual clunk. If thats the case no clunk then Im guessing most likely a mis alignment of the shift shafts. Without starting the motor observe the linkage rod from the housing to the lower unit by shifting F and R and check to see its moving in both directions the same amount. If it is your problem is probably in the lower unit. I suspect its only moving the proper amount in one direction.

Forward gear should only spin in one direction and prop should slice through. Reverse prop should also only go in one direction and opposite of slicing motion. Testing it in the driveway it spun in reverse but in the water the resistance that water created made a grinding noise not allowing it to get all the way into gear.
